UN TO
HONOUR WINNERS OF THE 2008 PUBLIC SERVICE EXCELLENCE AWARDS IN NEW YORK
United Nations, 18 June 2008
-The United Nations will award innovative approaches that improve the
performances of public institutions at a ceremony in New York on Public
Service Day, 23 June.
The 2008 United Nations Public Service
Awards (UNPSA) will be presented to institutions in 12 countries where
public services have made a difference in the day-to-day lives of
ordinary persons.
This year’s winners are of diverse
backgrounds including: an innovative and unique judicial approach in
California (USA) geared towards preventing domestic and family violence;
a development fund that allows villagers in Rwanda to contribute to
assessing their own needs and establishing their development priorities;
and a four-decade private-public partnership that guarantees affordable
housing to most Singaporeans.
These institutions were found to have
improved transparency, accountability and responsiveness in the public
service. They have also improved delivery of services, and fostered
participation in policymaking decisions through innovative approaches.
Over 300 participants, including United
Nations Deputy Secretary-General Asha-Rose Migiro and
Under-Secretary-General for Economic and Social Affairs SHA Zukang, will
attend the annual ceremony. Leaders whose institutions have won the
United Nations Public Service Awards this year and in the past will also
attend. The event will be held in Conference Room 2 from 10:00 a.m. to
1:15 p.m
Institutions from six countries that made it
to the finals and came close to winning will also be awarded a
certificate of recognition on that day
Other initiatives and celebrations
highlighting public management contributions are being organized by many
governments around the world. This year marks the sixtieth anniversary
of the United Nations Programme on Public Administration.
The Awards programme was established in 2003
to reward excellence and promote professionalism in the public sector
around the world. The UNPSA competition is open to all public
organizations and agencies at national or sub-national level, as well as
to public-private partnerships. There are three categories: improving
transparency, accountability and responsiveness in the public service;
improving the delivery of services; and fostering participation in
policymaking decisions through innovative mechanisms.

Payment System, Saudi Arabian Monetary Agency
The SADAD Payment System is a single shared
national platform payment system for bills through banks 24/7 and other
means, which has promoted greater efficiency and transparency, since all
transactions are electronically completed; minimized fraud thanks to
audit trail and data reporting for each transaction; reduced costs by
eliminating government subsidies; and last, but not least, boosted the
role of women in the job market by employing women to run and operate
SADAD. Women constitute more than 60% of the workforce and 100% of

provides the visually impaired with opportunities to benefit from
library services and a range of talking books. The new joint website
“mylibraries.se” is regarded by many as an answer to the Library 2.0
concept model.

negocio is a public policy programme created by the Governor of the
Commonwealth of Puerto Rico, Hon. Aníbal Acevedo Vila, in 2005. It is
an intra-agency programme between the Puerto Rico Commerce and
Exportation Company and the Economic Development Bank for Puerto Rico.
Its purpose is to promote entrepreneurship and the economic development
of the island, through the creation of new businesses and the expansion
of existing ones, based on a three-phase scenario: technical support,
financing and mentoring. The goal was to finance 1000 entrepreneurs by
31 December 2008. By 9 June 2008, more than 1,050 businesses have been
assisted, exceeding expectations.

Using assessments of patient satisfaction by
poll and questionnaires, this initiative introduced data collection by
randomly sampling 20 patients per day for 30 days to address complaints
from a wide number of patients. By improving the efficiency of each unit
and better integrating services, only 56 minutes, as compared to 6-7
hours, are now required for a patient to receive proper medical care. In
2004, the hospital was awarded the first regional prize for good quality
of public service.
