The Minister of Foreign Affairs Delivers a Speech in

The Closing Ceremony

His Excellency, Minister Ahmed Abou-Elghet Minister of Foreign Affairs will deliver a speech in the closing ceremony of (The Training Program on Peacekeeping Operations and Conflict Resolution for Integrated Missions in Africa), and Her Excellency Ambassador Soad Shalaby, Assistant Foreign Minister, and the Director of the Cairo Regional Center for Training on Conflict resolution and Peace Keeping in Africa, will be addressing the speech on his behalf.

The closing ceremony, that will be held on Tuesday the 20^th of May, at the Police Research Center in Mubarak Police Academy, will be attended by His Excellency the Ambassador of Japan in Cairo, and Ambassadors of some European Countries, and the Ambassadors of the participating African Countries in the program, and representatives from the concerned departments at the Ministry of Foreign Affairs. The ceremony also comprises a demonstration of skills, which were acquired through this program, and it will be conducted by the participants themselves, also there will be a documentary clip show of all the academic and practical activities of the program.

It is worth mentioning that the Egyptian Ministry of Foreign Affairs, represented by the Cairo Regional Center for Training on Conflict Resolution & Peacekeeping in Africa (CCCPA), and the Egyptian Ministry of Interior, represented by the Police Research Center, in cooperation with the Arab Fund for Technical Assistance to African Countries, jointly organized a peacekeeping and conflict Resolution training program, for 10 African Countries and a total of 24 participants, titled "Training Program on Peacekeeping Operations and Conflict Resolution for Integrated Missions in Africa". This program lasted for four weeks starting from the 26 of April to the 22 of May 2008.

The program was uniquely marked by implementing the CCCPA's vision of conducting a training program that brings stakeholders involved in peacekeeping operations (PKO) all together; including diplomats, policemen, and representatives of civil society and relief agencies taking part in PKO. And it therefore aimed and succeeded in fostering and encouraging a culture of cross-professional cooperation and partnership among all stakeholders taking part in PKO. Moreover, the program included an intensive concentration on acquiring the knowledge of the use of the ICT capabilities in improving PKO practices, which is considered a newly international concept that has not been applied before in any other similar training program in the world.

The closing ceremony will be on Tuesday 20^th May, and will start at 10 A.M at the Police Research Center in Mubarak Police Academy- gate no. (8)

Introduction:

Egypt continues to be a strong advocate of international peace and security and particularly in Africa. Moreover Peaceful settlements reached through diplomatic negotiations among African countries have been always a cornerstone of Egypt’s foreign policy.

In this context The CCCPA was established by a presidential decree in 1995 as an affiliated institution of the Egyptian Ministry of Foreign Affairs in cooperation with the Egyptian Ministry of Defense.

Mission and Goals:

      To train the French, English, Arabic and Portuguese-speaking African nationals in various field of peacekeeping, crisis management, conflict resolution and preventive diplomacy.

      to support peacekeeping efforts in the African continent;

      to respond to the efforts of the African countries to assume a more active role in dealing with crises and conflicts emanating from within the African continent;

       to meet the growing demand by African countries for capacity building in the fields of conflict resolution and peacekeeping.

The targeted beneficiaries of the Center are:

African diplomats, military officers, security personnel and civilian involved in peacekeeping operations.

Achievements:

      Training program in June 1995 entitled “The Military Dimensions of Peacekeeping Operations” for military officers from 7 African countries.

      Training program in March/April 1996 entitled “Defining Preventive Diplomacy and its Application in Africa” for diplomats and military officers from 15 African countries.

      Training program in November/December 1996 entitled “The Military Aspects of Peacekeeping Operations” for high-ranking military officers from 13 African countries

      Training program in February 2001 entitled “Applying Crisis Management and Peacekeeping in Ethnic Conflicts in Africa” for diplomats and military officers from 12 African countries.

      Training program in April 2002 for the Egyptian officers/trainers who carry out the training and orientation of the African military officers and peacekeepers.

      Training program in September/October 2003 entitled the “Legal Aspects of Peacekeeping Operations” with the participation of 25 diplomats and 13 military officers from 19 African countries.

      Organizing the First & Second Continental Fora on Peacekeeping Operations in Africa in May & July 2007. 

السيد وزير الخارجية يختتم فعاليات البرنامج التدريبي المتكامل

لعمليات حفظ السلام وتسوية النزاعات في أفريقيا

      يختتم السيد الوزير/ أحمد أبو الغيط وزير الخارجية فعاليات البرنامج التدريبي لمهام حفظ السلام وتسوية النزاعات في أفريقيا، حيث يوجه سيادته كلمه في هذه المناسبة تلقيها نيابة عنه السيدة السفيرة/ سعاد محمود شلبي مساعد وزير الخارجية ومدير مركز القاهرة للتدريب على تسوية النزاعات وحفظ السلام في أفريقيا. يأتي ذلك ضمن فعاليات الحفل الختامي للبرنامج التدريبي، والذي يعقد بمقر مركز بحوث الشرطة بأكاديمية مبارك للأمن، يوم الثلاثاء الموافق 20 مايو الجاري في تمام الساعة العاشرة صباحاً، وذلك في حضور ممثلي أكاديمية مبارك للأمن بوزارة الداخلية، السيد السفير الياباني بالقاهرة، والسادة سفراء بعض الدول الأوروبية بالقاهرة، والسادة سفراء الدول الأفريقية المشاركة بالبرنامج. كما يتضمن فعاليات الحفل الختامي عرضاً عملياً يقدمه المشاركون لمهاراتهم المكتسبة خلال فترة التدريب، بالإضافة لعرض فيلم تسجيلي عن البرنامج التدريبي بشقيه النظري والعملي.

يذكر أن مركز القاهرة للتدريب على تسوية النزاعات وحفظ السلام في أفريقيا، وبالتعاون مع مركز بحوث الشرطة بوزارة الداخلية والصندوق العربي للتعاون الفني مع أفريقيا بجامعة الدول العربية، ينظم برنامج تدريبي لعدد 10 دول أفريقية بإجمالي 24 مشارك، تحت عنوان "برنامج تدريبي متكامل لمهام حفظ السلام وتسوية النزاعات في أفريقيا". استمر البرنامج لمدة أربعة أسابيع في الفترة من 26 أبريل إلى 22 مايو 2008، وعقد بمركز القاهرة للتدريب على تسوية النزاعات وبأكاديمية مبارك للأمن بالقاهرة.

وجدير بالذكر أن البرنامج التدريبي قد تضمن جانب نظري أكاديمي، بالإضافة إلى جانب عملي وتدريبي حاكى ظروف ومتطلبات عمليات حفظ السلام بشكل عام. كما أخذ البرنامج في الإعتبار معايير إدارة عمليات حفظ السلام التابعة للأمم المتحدة، كما أضاف فكرة جمع الأطراف المعنية والمنخرطة في عمليات حفظ السلام في إطار برنامج تدريبي واحد بهدف خلق ثقافة التعاون والتكامل بين هذه الأطراف، والمعروف دولياً بأسم Integrated Approach، بحيث شاركت كل دولة من الدول المدعوة بوفد مكون من دبلوماسي، وضابط شرطة، وممثل عن إحدى منظمات المجتمع المدني المعنية بحفظ السلام وتسوية النزاعات. هذا وقد تميز هذا البرنامج التدريبي عن غيره من البرامج المماثلة في العالم بتناوله التطبيقات التكنولوجية الحديثة ICT ودورها في دعم عمليات ومهام حفظ السلام، وهو ما يعد إتجاه دولي حديث يهدف لرفع كفاءة تلك المهام.

خلفية:

يعد مركز القاهرة للتدريب على تسوية النزاعات وحفظ السلام في إفريقيا (CCCPA) أحد أهم المراكز الإقليمية للتدريب على تسوية الصراعات بالطرق السلمية والتدريب على عمليات حفظ السلام فى أفريقيا، وقد أنشيء عام 1995 بقرار جمهوري وبالتعاون بين كلا من وزارتي الخارجية والدفاع المصريتين.

الرؤية:

يسعى مركز القاهرة للتدريب على تسوية النزاعات وحفظ السلام في إفريقيا (CCCPA) في التأكيد على ضرورة العيش فى سلام، حيث لاتتحقق رفاهية الشعوب وحياتها المطمئنة المستقرة إلا بالسلام. ومن منطلق إلتزام مصر بقواعد الشرعية الدولية والحفاظ على علاقات طيبة مع كافة أطراف الصراع دون المساهمة فى تعقيده، يحرص المركز على تأكيد أهمية انتشار السلم والأمن فى ربوع القارة الأفريقية، مؤكدا على دور كل أبناء القارة فى الحفاظ على أمنها، وضرورة أن يبذل الجميع قصارى جهده للتوصل إلى تسوية سلمية للمشاكل القائمة بين الدول المتجاورة فى إطار الحوار بعيدا عن العنف والتهديد بالقوة وبمنأى عن التدخلات الأجنبية التى تعصف بأمن الشعوب واستقرارها ورخائها والتى تعمق الخلافات وتزرع التناقضات والأحقاد محل الوفاق والوئام.

المهمة:

تأهيل الكوادر الأفريقية المتخصصة من أجل زيادة إسهامها في التعامل بشكل فعال مع النزاعات في القارة وفي إطار ميثاق الأمم المتحدة وميثاق الاتحاد الإفريقي.

الكوادر المستهدفة:

1-      الدبلوماسيين من الدول الإفريقية.

2-      العسكريين من الدول الإفريقية.

3-      أفراد الشرطة من الدول الإفريقية.

4-      المدنيون المعنيون بعمليات حفظ السلام في إفريقيا.

الأهداف الاستراتيجية:

1-      تأهيل كوادر إفريقية في مجال التنبؤ وإدارة وتسوية النزاعات في إفريقيا.

2-      التدريب على عمليات حفظ السلام والمراقبة المدنية والعسكرية من خلال دورات تدريبية متكاملة ومتخصصة تتناول الجوانب السياسية والعسكرية للفئات المستهدفة بالتدريب.

3-      إعداد الدراسات لأهم مشكلات القارة وتقديم التوصيات الخاصة بسبل معالجتها.

4-      التنسيق والتعاون وتبادل الخبرات مع المراكز الدولية المناظرة.

البرامج التدريبية:

يقوم المركز بتقديم دورات تدريبية متكاملة ومتخصصة من خلال التركيز على المحورين التاليين:

1-      دورات متقدمة في مجال عمليات عمليات حفظ السلام في إفريقيا.

2-      دورات تدريبية في مجال الدبلوماسية الوقائية في إفريقيا.

أنشطة المركز:

يقوم المركز بتدريب نحو 200 طالب سنوياً، من الدول الأفريقية الناطقة بالفرنسية والإنجليزية والبرتغالية بهدف تعزيز التعاون والتفاعل بين المجموعات اللغوية والثقافية فى أفريقيا.

وقد قام المركز بتنفيذ عدد من البرامج التدريبية للدبلوماسيين والعسكريين والمدنيين الأفارقة، دارت جميعها حول الموضوعات الآتية:

1-      الأبعاد العسكرية لعمليات حفظ السلام في إفريقيا.

2-      مفهوم الدبلوماسية الوقائية وتطبيقاتها في إفريقيا.

3-      المشكلات التي تواجه عمليات حفظ السلام في إفريقيا.

4-      أثر عمليات حفظ السلام على النساء والأطفال في إفريقيا.

5-      تدريب المدربين: برنامج تدريبي للضباط العسكريين المصريين على كيفية توجيه وتدريب العسكريين الأفارقة على عمليات حفظ السلام.

6-      الجوانب القانونية لعمليات حفظ السلام في إفريقيا.
