Launch of the "Samir Kassir Award for Freedom of the Press" 2009

The contest for the fourth edition of the "Samir Kassir Award for Freedom of the Press" is open to candidates from the Mediterranean, the Middle East and the Gulf from 15 January to 30 March 2009.

The Samir Kassir Award, which is awarded by the European Commission in collaboration with the Samir Kassir Foundation, perpetuates the commitment of the journalist and writer Samir Kassir to human rights and the rule of law. Since 2006 it has rewarded journalists who have proved to be an example to others by the quality of their work and grown in popularity.

The European Commission has in 2009 decided to recognise the work of two journalists by awarding:

- one prize for an opinion article;

and

- one prize for work in the field of investigative reporting.

The winner of each category will receive a prize of €12,500. The award ceremony will take place on 2 June 2009 in Beirut.

The jury will be composed of nine voting members from media and civil society, and one observer representing the European Commission. The names of the jury members shall be communicated during the prize-giving ceremony.

Regulations of the contest

1. The contest is open to all print journalists (daily, weekly, monthly and online press), regardless of age, who are citizens of the following countries: Algeria, Bahrain, Egypt, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Palestinian Territories, Qatar, Saudi Arabia, Syria, Tunisia, the United Arab Emirates, and Yemen.

2. Applicants must submit an opinion article or an investigative article related to the rule of law or human rights (good governance, fight against corruption, freedom of expression, etc.).

3. The article must have been published in a media of one of the countries listed above or one of the European Union member states.

4. The submitted articles should not exceed 25 000 signs and should have been published between 15 March 2008 and 15 March 2009.

5. Candidates can only apply for one category and on an individual basis (jointly-produced work will not be accepted).

6. The winner of each of the two categories will be awarded €12 500.

7. The European Commission may reproduce and publish the prize-winning article in its own publications (which are non-commercial) and in promotional material relating to the "Samir Kassir Award for Freedom of the Press".

8. The jury members, members of the European Commission and members of MEDIAN (contest organiser) are excluded from the contest.

L'édition 2009 du "Prix Samir Kassir pour la Liberté de la Presse" est lancée

Le concours pour la quatrième édition du "Prix Samir Kassir pour la Liberté de la Presse" est ouvert aux candidatures venues du pourtour méditerranéen, du Moyen-Orient et du Golfe entre le 15 janvier et le 30 mars 2009.

Le Prix Samir Kassir, décerné par la Commission européenne en association avec la Fondation Samir Kassir, perpétue l’engagement du journaliste et écrivain Samir Kassir en faveur des droits de l'homme et de l’Etat de droit. Depuis 2006, le Prix a récompensé des journalistes qui se sont illustrés par la qualité exemplaire de leur travail, et a connu une popularité grandissante.

La Commission européenne a choisi de récompenser en 2009 deux journalistes, en décernant :

- un prix pour un article d'opinion;

et

- un prix pour une enquête ou un reportage.

Le gagnant de chaque catégorie recevra un prix de €12 500. La cérémonie de remise des prix aura lieu le 2 juin 2009 à Beyrouth.

Le jury sera composé de neuf membres votants, issus du milieu des médias et de la société civile, et d’un observateur représentant la Commission européenne. Les noms des membres du jury seront communiqués le jour de la cérémonie.

إطلاق مسابقة  "جائزة سمير قصير لحرية الصحافة" لسنة 2009

إنّ مسابقة "جائزة سمير قصير لحرية الصحافة" في سنتها الرابعة، مفتوحة أمام المرشحين من منطقة المتوسط والشرق الأوسط والخليج حتى 30 آذار/مارس 2009.

وتخلّد جائزة سمير قصير التي تمنحها المفوضية الأوروبية بالتعاون مع مؤسسة سمير قصير التزام الصحافي والكاتب سمير قصير بقضايا حقوق الإنسان ودولة القانون. وكافأت الجائزة منذ انطلاقتها في عام 2006 صحافيين كانوا مثالاً يحتذى في جودة عملهم، وقد حقّقت نجاحاً متعاظماً. 

وقرّرت المفوضية هذه السنة مكافأة صحافيَين بمنح:

- جائزة لفئة المقال

 و

- جائزة لفئة التحقيق الصحافي

سينال الفائز في كل فئة جائزة بقيمة 12500 يورو، على أن تُمنح الجائزتان في 2 حزيران/يونيو 2009 في بيروت.

سوف تتألّف لجنة التحكيم من تسعة أعضاء مصوّتين من الأوساط الإعلامية والمجتمع المدني، وعضو مراقب واحد ممثل عن المفوضية الأوروبية. ويُعلن عن أسماء أعضاء اللجنة في يوم حفل توزيع الجائزتين.

نظام المسابقة

1. إنّ المسابقة مفتوحة أمام صحافيي الإعلام المكتوب (الصحف اليومية، والمجلات الأسبوعية والشهرية، والمنشورات الإلكترونية) من مختلف الأعمار، على أن يكونوا مواطنين من الدول التالية: الجزائر والمملكة العربية السعودية والبحرين ومصر والإمارات العربية المتحدة والعراق وإسرائيل والأردن والكويت ولبنان وليبيا والمغرب وعمان وقطر وسوريا والأراضي الفلسطينية وتونس واليمن.

2. على المرشحين أن يقدّموا مقالاً أو تحقيقاً صحافياً واحداًً، يتناول مضمونه دولة القانون (الحكم الرشيد، مكافحة الفساد، حرية التعبير، إلخ.).

3. يجب أن يكون المقال أو التحقيق الصحافي قد نُشر في صحافة أحد البلدان المذكورة أعلاه أو إحدى صحف الدول الأعضاء في الاتحاد الأوروبي.

4. على المقال أن لا يتعدى 25000 رمزاً، وأن يكون قد نُشر في الفترة ما بين 15 آذار/مارس 2008 و15 آذار/مارس 2009.

5. على المرشحين أن يشاركوا في فئة واحدة وأن يتقدموا بصفة فردية (لن يتم قبول أي عمل جماعي).

6. تبلغ قيمة الجائزة في كل من الفئتين 12.500 يورو.

7. يحقّ للمفوضية الأوروبية إعادة نشر المقال أو التحقيق الصحافي الحائز على الجائزة في إطار منشوراتها الخاصة (غير التجارية)، كما يحقّ لها استخدامهما في إطار الترويج لجائزة سمير قصير لحرية الصحافة.

8. يُستثنى من هذه المسابقة أعضاء لجنة التحكيم وموظفو المفوضية الأوروبية والعاملون في مؤسسة MEDIAN (المؤسسة المنظمة للمسابقة).
